Abstract: Nilgiri, a B class Princely State, out of 26 Garjats or Princely States of Odisha had significant and remarkable event in the History of Modern Odisha. The history of the state and the circumstances by which the state was merged by the combined efforts of the Congress and Communist was more thrilling than even the formation of the separate province of Odisha. The role played by communist was a unique attempt that made the Communist Party more chivalrous and dynamic. At that time the British government didn t want to integrate the state along with other states with Indian Union, rather they resorted to the policy of divide and rule and balkanization of the Indian sub-continent under these circumstances, the state Nilgiri became the semi-independent territory and enjoyed no British rules and regulation was ruled by the Princes of Nilgiri according to their sweet will and pleasure. The chief or the ruler of the state was bound to acknowledged the British government and they considered the Britishers as their own paramount power and they were destined to rule under the protective umbrellas of the British authorities. Most of the rulers in Nilgiri were neither philanthropic nor enlightened to run the vehicle of administration.
