Abstract: The modern world is so interactive that speaking good English, listening, comprehending, presenting data, interviewing candidates, keeping intra-personal relationship and contact with global population is felt to be important. English, being an International language, plays a key role in opening up windows of mutual help, business deals, mobility, flow of knowledge, correspondences and link with various stakeholders. On the context, the students of Odisha though read English as a compulsory subject, yet possess very poor English language skills, so that, they suffer from deficient communicative power due to certain difficulties in the process of learning. The research project makes an attempt to determine the defects in faulty learning system, students weaknesses, teachers inefficiency, unproductive syllabus, deficient political will power and parents backwardness to affect language learning system in Orissa. newline The problem is discussed in six chapters analyzing the strength of the current text books, syllabus, student interest, class interaction, examination system, cultural and social background of learners. The project has recorded the findings of field survey, feedback analysis of students, teachers, employers, parents and management and further, the accounts of previous studies and literature related to the topics. The methodologies, theories, approaches and systems adopted round the world to improve the trends and order of second language learning system, revision of syllabus, changing of teachers mind set, student motivation and Government policies are discussed proposing some remedies on the matter to make educated youths of Odisha fit to be time - binding citizens and good workers to be accommodated in growing global society.
