dc.description.abstractThe overall purpose of this study is to explore and examine the structure, processes and practices of human resource management in Ethiopian federal civil service. Human Resource Management (HRM) is one of the most crucial aspects of administration in general and civil service in particular. In Ethiopian federal civil service, too, the management of human resources has been one of the issues of concern for the government and among the major focus areas of the civil service reform program. Most of the reviewed literature sources reveal that the structure, processes and practices of human resource management in Ethiopian civil service were not systematically studied and the problems prevailing in the system were not adequately addressed. Hence, the present study focuses specifically on exploring and examining the problems engrained in the structure of human resource management; process of position classification; application of merit principles in employee recruitment, selection and promotion processes; and process of employee training in Ethiopian federal civil service. newline
