Abstract: Strategic planning is intended to help governments, communities and organizations deal with and adapt to their changing internal and external circumstances. It can help clarify and resolve the most important pressing issues they face. It enables them to build on strengths, take advantage of opportunities, and become much more effective in what seems to be a more hostile world. newlineThe aim of this study is to discover the nature and the extent of the strategic planning formation process indoors Addis Ababa City public sector organizations, particularly in Healthcare service sector. This includes an assessment of the formality of the strategic planning formation process, determining the influence of the external contextual and internal organizational barriers on the formality of the planning process, and evaluating the quality of the strategic plan document produced. Furthermore, the research aims to evaluate the influence of organizational characteristics on the planning process, the components of strategic plan document quality as well as contributions of quality of strategic planning process. newlineTo develop background of the research that is rational of study, basic information was collected i.e. definition of effective strategic planning, and its typical characteristics, as this research is focused on effectiveness of strategic planning formation process of Healthcare service sectors in Addis Ababa City. newlineAfter finding out rational of the study, review of previously conducted studies in the area of strategic planning effectiveness was carried out. This literature review created a background for further research. After conducting in depth review of literature, research gap was found out and theoretical framework was developed. newlineTo conduct this research, exploratory design was used.
