Role of Public Libraries in Educating the Rural Women of Assam A Study with Special Reference to Dibrugarh District

Abstract

A careful scrutiny of the findings leads us to the conclusion that the development of public library system in Assam is not up to the mark. The library resources and physical facilities are not satisfactory to fulfill the expectation of every category of people. This is mainly due to limited financial provision. It is beyond doubt that without fund it is impossible to promote library services to the people to a greater extent. Public library is a spending institution. Continuous flow of finance is considered very important. A stable but efficient and well-integrated library service is possible only through an effective network of library system in the state. This necessitates library legislation. A proper legislation could go a long way in constituting proper supervisory, advisory and administrative machinery. Then only the structure, management and finance of public library will gain firm legal footing. At the same time the salary of the librarians of the rural libraries should gain special attention to motivate them and to develop a sense of belongingness to the library and towards his duty and responsibility. newlineHence, the study will through a new light on the organization, management and services of public libraries in general and rural libraries in particular and it is expected that the study will be a step forward in removing the drawbacks and shorts falls of the libraries. However, more micro and macro level studies on the problem are necessary to validitate our present conclusion. newline newline
