Abstract: The majority of queueing theory is concerned with the performance of steady-state newlinesystems. To put it another way, most queueing models assume that the system has newlinebeen operating with the same arrival rate, average service time, and other newlinecharacteristics for long enough that the probabilistic behavior of performance newlinemeasures like queue length and customer delay is unaffected by when the system is newlineobserved. newline
