Abstract

The concept of economic development has gradually evolved through a process from a narrower definition of material possession of basic needs to a broader definition of general well-being encompassing health, education and environment etc. To achieve development, all sections of society need to participate in the development process, and the fruits of development are to be shared by all to ensure distributive justice. Differences endowed by the nature among people as well as among regions are known as natural constraints and planning is done to cope with these constraints in the path of development. a regional plan means here an integrated comprehensive plan for a region, formulated so as to best serve the needs of that particular region as an organic part of the plan for the country. It is not just a set of schemes to be executed within a region. The regional plan taken together should form a harmonious whole, each making the maximum use of the potentialities to push forward the national economy.
