dc.description.abstractAn attempt has been made in this thesis to examine the organizational structure, analysis the financial resources and financial performance of Municipal Corporation Ludhiana. An Attempt has been made to analysis the physical performance of selected services with respect to the corresponding service level benchmarks, pictorial depiction of present status of service performed and from user s perspective and Level of satisfaction of citizen is considered as an indicator of performance of Municipal Corporation Ludhiana from citizens perspective. The study of the organizational structure of Municipal Corporation Ludhiana reveals that it is not conducive to performance, mainly due to lack of autonomy, weak co-ordination, imbalanced task allocation, non formation of smaller task groups for time bound projects. The Primary data analysis depicted that state government should initiate necessary policy measures for transferring all the 18 functions and corresponding finance and functionaries i.e. employees to all the municipalities in Punjab include Municipal Corporation Ludhiana. The officials should be given more autonomy to implement the policies professionally. The financial matters should be managed in most efficient manner. Adequate and balanced allocation of funds is strongly recommended for development work. The Corporation should meet benchmark of each service on priority basis. For achieving these milestones relating to services, the Corporation mobilizes more funds for building better service infrastructures and also earmarks sufficient funds for the maintenance and up gradation of services. The benchmarks for services should be displayed at prominent places like parks, office buildings and other public places so that the citizens can also monitor their performance and reap the benefits. Participatory model of governance will certainly improve the performance of Municipal Corporation. newline
