Abstract: The present study aimed to examine the effectiveness of the Information Communication Technology (ICT) in the land administration services in the three districts of Punjab namely, Ludhiana, Rupnagar, and Barnala during the period 2011 to 2020. An attempt has been made to assess the implementation of time-bound service delivery mechanism in land-related services. Various aspects such as implementation like financial allocations in the budget,adequacy of infrastructure, staff, service delivery mechanism, and redressal of citizen grievances have been taken to assess the implementation at the district level. Both primary and secondary methods of data collection were used. For the collection of primary data, an interview schedule and questionnaire were used. It has been noticed that the financial allocations meant for Digital India Land Records Modernization Programme (DILRMP) are reduced to large extent in revised budget. Less financial allocation followed by less release of fund and Reimbursement basis funds to states are also bottlenecks in non-completion of Digitalization of records.The findings of the study based upon citizen responses shows that majority of the respondents agreed that the Fard Kendras had increased accessibility and speed of delivery of land related services as well as people got the services done within stipulated time period and online availability of the land records had made the work easier for the people and the officials. There is need to create awareness among citizens regarding provisions of the RTS Act in general and mechanism for grievances redressal in particular. newline
