Diplomacy is one of the prime human techniques to administer relations between politically organized groups, has undergone a profound transformation in the past few decades, which results in globalization, revolution, and increased relevance of new non-state actors in international affairs. Diplomatic relations are themselves the object of a series of international conventions. The rules which today apply throughout the world for the conduct of diplomatic affairs between States are set out in the Vienna Convention on Diplomatic Relations of 1961. In 1963, the international community also agreed at a conference in Vienna to a set of common rules on the conduct of consular relations. India-US relations have sustained an exceptional level of strategic and bilateral relations. Since the signing of the civil nuclear energy co-operation agreement, there is now enhanced co-operation in non-proliferation and nuclear security, besides deepening support in counter-terrorism and intelligence. Defence ties form a bedrock of the mutual strategic partnership. The United States committed to promote defence trade and technology sharing with India to a level commensurate with its closest allies. newline
