Women who constitute half of the world population are not fully harnessed as a human resource. Any society cannot go ahead if 50% of the population do not participate in its development activities. Indira Gandhi, the former Prime Minister of India observed that neglect of women would be criminal since humanity had been deprived of half of the energy and creative talent. Women represent fifty percent of population, make up thirty percent of the official labour force, perform sixty percent of all working hours, receive ten percent of the world income and own less than one percent of the world property. They share multiple responsibilities and perform important roles as producers of food, managers of natural resources, earners of income and care takers of household affairs. Moreover they are the active agents of change, the dynamic promoters of social transformation, and play a vital role in shaping the destiny of future generations. newline
