Public Private Partnership (PPP) has increasingly become the most sought after methodologies amongst government s projects. The Central as well as state government is no exception. To efficiently procure public works projects, Public Private Partnership (PPP) provides a well organized methodology. The quality of public services and facilities can be elated by integrating the private sector s expertise, efficiency, innovation, business sense, risk sharing, financing etc. into public works projects. Like many jurisdictions, India is also keen to take aboard this methodology which is so familiar yet so distant. Although they have been one of the first jurisdictions to utilize the private sector in public works projects, there has been no urge to push the movement until recently due to their comfortable financial reserves. Some of the more active works departments have accredited studies to probe the best ways to deliver these projects; some have even trialled the method themselves. The Indian government has also become a vigorous arm in conducting research in this area. The information that is currently available is still very less. There is an urge to reinforce an ideal model for implementing PPP road projects in Gujarat by integrating international experiences. The research is exploratory in nature, consisting combined approach of interviews, case studies and questionnaire survey. It attempts to study the PPP in road sector in Gujarat and their role in building road infrastructure in Gujarat through comprehensive review of status of PPP road projects implemented in Gujarat, compared with nationally as well as globally. The research concentrates on the identification and evaluation of effectiveness of PPP for infrastructure procurement process, critical success and risk factors, and perception of project participants in Gujarat road projects. It also focuses on development of modelling and assessment framework for optimal success of PPP road projects in Gujarat. Questionnaire survey across the state (in two stages)
