dc.description.abstractUNDP_HDR 1996 underlined the issues behind the emergence of Human Development Approach. Human development is the end-economic growth a means. Everywhere, the structure and quality of growth demand more attention to contribute to human development, poverty reduction and long-term sustainability. Determined efforts are needed to avoid growth that is jobless, ruthless, voiceless, and rootless and futureless. newlineHuman development is a process of enlarging people s choices. But human development is also the objective, so it is both a process and an outcome. Human development implies that people must influence the processes that shape their lives. In all this, economic growth is an important means to human development, but not the end. Human development is the development of the people through building human capabilities, by the people through active participation in the processes that shape their lives and for the people by improving their lives. It is broader than other approaches, such as the Human Resource Approach, the Basic Needs Approach and the Human Welfare Approach. newlineLatur district belongs to Marathwada region of Maharashtra state. This district include 10 talukas. HDI have been constructed for all talukas and it is compared with district and state HDI. newlineFindings: newlineResearch Entitled HUMAN DEVELOPMENT INDEX FOR LATUR DISTRICT: A TALUKA -WISE STUDY (2001-2011) gained following findings: newlineiv newline1) Human Development philosophy is underlined in the INDIAN CONSTITUTION. Articles 15, 16(1), 21, 21(A), 23, 24, and 29 relating the FUNDAMENTAL RIGHTS affirmed issues that have important concern in consequent UNDP- HDRs:a) Right to live respectful, self-respecting and satisfactory life, b) Prohibition of discrimination on grounds of religion, race, caste, sex, place of birth, c) Equality of opportunity in matters of public employment, d) Protection of life and personal liberty, e) Right to education, f) Prohibition of traffic, child labour, and g) Protection of interests of minorities. newline2) Articles 39, 44, 46, 47 and 48(A) relating
