Abstract: | newlinePanchayath Raj Institutions are often considered as the grassroot organisations to serve newlinethe public at ground level. These institutions are the best examples of decentralisation and newlineaim to generate revenue on their own to meet the basic amenities of villages. The Indian newlineConstitution has empowered PRI with various authorities and responsibilities to function newlineas true Local self-government. Since its incorporation, it is failing to mobilise adequate newlineresources to work as independent self-government body at the village level. The newlineGovernment of India, along with the State Government, has taken various measures to newlinestrengthen these institutions. Multiple committees like Balawanth Rai Mehta Committee, newlineAshok Mehta Committee, have given their recommendations to enable these institutions newlineto function as self-government. However, not all the efforts of the Government and newlinepolicymakers are fruitful. Hence, the study aims at identifying the impeding factors, newlinewhich are causing these institutions from functioning effectively. Therefore, the current newlineresearch analyses the Panchayath Raj Institutions under management perspective and newlineoperations management. Hence, some of the important theories like PEST analysis, newlineSWOC analysis have been adopted to identify the factors from various dimensions. The newlinedata collected for the study is from primary and secondary sources, and the analysis has newlinebeen made by employing Factor Analysis, Regression Model, Correlation Matrix, newlineStructural Equation Modeling and Central Tendency Measures. newlineThree sets of the questionnaire have been designed for the primary data. The first set of newlinethe questionnaire is adopted for the public, and it is designed in line with Customer newlineRelationship Model. The second set of the questionnaire administered for the Panchayath newlineteam that has 75 variables, and is designed with keeping the POSDCORB (Planning, newlineOrganising, Staffing, Directing, Coordinating, Organising, Reporting, and Budgeting) newlineperspective.
