dc.description.abstractA natural and man-made emergency happens at any moment and for newlinethis, all countries suffer from drastic challenges that disrupt both economic and newlinehuman survival. The main objective of an emergency is to gather the necessary newlinedata for immediate action in emergency areas. This is because the data gathered newlinein such places should be properly analyzed for appropriate actions. In such newlinescenarios, mobile devices are very much helpful in gathering the data. However, newlinemobile devices have some drawbacks, such as less battery capacity or limited newlinecomputing capabilities. newlineThe energy-consuming programs may be offloaded into the cloud newlineto minimize the mobile device burden. In case of emergencies, mobile devices newlinesuffer from a loss of Internet access and in this scenario, the transmission of data newlinefrom their source to the destination cloud is quite complicated.
