The ruling political scenario of the nineteenth century was laissez faire which manifested newlineitself in the theorie of individualism. At that time, State was characterized to maintain law and newlineorder and to defend the country from external aggression, It was an era of free enterprise and newlineminimum government responsibility.The management of social and economic life was not newlineregarded as governmental responsibility. But the laissez faire doctrine resulted in human misery. newlineOn the one hand, slums, unhealthy and dangerous conditions of work, child labor, widespread newlinepoverty and exploitation of masses, but on the other, concentration of wealth in a few hands, newlinebecame the order of the day. It came to be recognized that the State should take active interest in newlineameliorating the conditions of the poor. This approach gives rise to the political doctrine of newline collectivism which has empowered the state not only to maintain law and order but also secure newlineits citizen from misery and social plight. newline
