Abstract: The purpose of this research study was to know the various factors affecting the development of government primary schools and creating hurdles in delivery of quality education in Nagpur district. The objectives of the study were to know the status of schools and school management committee; challenges faced by teachers; background of pupils and their learning outcomes in government primary schools. Descriptive survey design was used to conduct the study. The target population was the 20 government primary schools, 20 head masters, 150 primary school teachers and 150 primary school students of Nagpur district. Random sampling method was used to get the sample of 20 head masters, 150 school teachers, and 150 primary school students making a total of 320 respondents as the sample of population. Questionnaire for head masters, teachers and pupils were used in data collection. The questionnaire was purchased from the National Psychological Association, Agra which was already tested for reliability and validity. Microsoft excel was used to analyze data which was entered, coded in master table and generated frequency table, percentage and graphs. The findings were as follows; all the schools had constituted school management committee but the members of the committee were not active, it has further increased the burden of teachers and head teachers to call for a monthly meeting and involved them in various school related activities. Most of the teachers were working under tense circumstances with lack of proper infrastructure and minimum community and parents support. The absence of non teaching staff in the school has increased their work load. From teaching to cleaning and maintaining record to bringing ration for midday meal everything teacher had to do.
