Abstract: Technology and innovation have tremendous impact in the live of the people and society. Education and learning are no exception to this. At beginning of the new millennium, there was an immense influence of the computer systems, communications, and applications that were shaping the knowledge societies and education was not invulnerable from this. Technology Enabled Learning (TEL) also known as e-Learning were coming to the area of education and training in many forms like blended learning, computer aided instruction, computer aided learning and many more. E-learning slowly became the part of our curricula and penetrated in our knowledge societies. During the recent Covid19, pandemic, it was possible to keep our Teaching and Learning System (TLS) operational by use of TEL throughout the world. However, this e-learning is presently in the developing stage and requires more maturity for deployment in actual environment. newlineWith the Industry 4.0 revolution and endeavour towards authentic learning, the learners not only have to develop their knowledge level but also need to apply their knowledge in practical applications with a degree of confidence so that their performance promote the activities of the overall system. This leads to a new methodology of TLS known as Confidence-Based Learning (CBL), where the leaners are evaluated for their limitations, adequacies, and deficiencies in knowledge as well as confidence level that becomes the important factor for delivery in the professional world. The CBL is primarily divided into three phases namely diagnose, prescribe, and learn. This CBL is of utmost importance where on-job training is required and the performance of the professionals in the work environment has responsibility of protecting human live and properties. This includes domain such as medical science, aviation, transportation and logistics, supply chain management, security agencies, law enforcement, science, and technology, etc. newlineThe candidate in this research carefully studied the requirements for development
