Abstract: | This thesis analyses the significance of Spectrum Management in the growth and development of newlinethe Indian Wireless Cellular Mobile Communications Industry from the National Telecom Policy, 2012 to the newlineNational Digital Communications Policy, 2018. In this thesis the researcher has analysed the evolution of 4G newlinetechnology and the readiness of the wireless mobile communications industry for the upcoming 5G technology newlineand Next-Generation Networks. The NDCP-2018 recognised spectrum management as a key to achieve the newlineobjectives of Digitalisation in India. However due to inconsistencies in the present laws, rules and regulations newlinethat govern spectrum in India, the implementation of the policy is unsatisfactory and way behind the expected newlinetargets. In this thesis the researcher has made an honest attempt to analyse the inconsistencies and gaps in newlinethe present laws, rules and regulations that govern spectrum and the impact of such inconsistencies in the newlinegrowth and evolution of the wireless cellular mobile communications industry in India. In order to highlight the newlinelegal gaps and lacunae the researcher has focussed on three main elements of spectrum management that newlineinclude, spectrum allocation, spectrum allotment and spectrum utilisations. The stakeholders of this research newlineare the government and the wireless cellular operators who play a significant role in the management and newlineutilisation of spectrum. Through the findings of the research, the researcher aims to suggest reforms in the newlineexisting regulatory framework that governs spectrum in order to contribute towards the convergence and newlineconfluence of the legal, administrative as well as technical processes that embrace spectrum management in India. newline |
