Abstract

It was a turning chapter in the history of education when the National newlinePolicy on Education (NPE) 1986 and Programme of Action (1992) took important newlinepolicy decisions to augment the pace of UEE through widespread programmes. newlineAgain it got an International acknowledgement at Education for All (EFA) in newline1991.Further in 1994, DPEP, an experiment on quantitative expansion and newlinequalitative improvement in the field of Universalisation of Elementary Education newline(UEE) which plays a vital role in cementing the comprehensive and compulsory newlineeducation. The success of DPEP opened a new framework that is Sarva Sikshya newlineAbhiyan (SSA ) to enlarge the National objective. The UEE a revolution in Indian newlineEducation when the long cherished dream ,The Fundamental Right to Education newlineannounced under the constitutional amendment by the Government of India newline(GOI),SSA a became a basic to implement the programmes related to UEE within a newlinetarget time frame. The target was to bridge all gender and all social category gaps newlineat primary stage by 2007 and at elementary level by 2010.Measures has been newlinetaken to achieve the goal by focusing the quality in institutional development, newlinedecentralization of administration of administration and management, effective newlineimplementation of programme through community based planning with newlinesustainable and cost effective strategies for the target. newlineIn Odisha the scheme has been marching ahead on its mission as per the newlinenational objectives. The study focuses the functioning of SSA in Rayagada district , newlinethe most underdeveloped area of K.B.K region.
