Abstract: ABSTRACT newline newlineThe study on and#8213;HR Functions in Indian Railways- Effectiveness of PPP Modeland#8214; has been conducted taking into account the efficacy of PPP and the existing frame of human resource management. The PPP has started due to various reasons prevailing in modern governance and intensive pressure to payouts of personnel. Currently, Indian Railways (IR) pays Rs. 154214.71 crore to its staff (Indian Railways, Year Book 2019-20). To manage the rail network, to ensure efficiency in productivity and to bring financial inputs for the sustenance of Indian Railways, the PPP is considered a viable option. Bringing in the private capital for public projects helps in solving the problem of deficit that the study has largely captured. newlineThe purpose/objectives of the study were: to analyse the present system and mode of delivery of HR services in IR; to examine the need for changes in the delivery of HR services in IR; to assess the steps taken in the direction of PPP by IR and the pitfalls to watch out for; to identify the need for PPP in delivery of HR services in IR; to list the particular service(s) and the probable response of the vital stakeholders to the proposed changes. newlineThe research is mainly predicated on the following salient issues: (1) the need for Indian Railways to concentrate on its core business operations involving the safe, secure and reliable running of trains and attendant issues; (2) the need to reduce costs and risks in running HR services - including a reduction in manpower in non- core activities and making available manpower for core activities; (3) the need to introduce best practices in the delivery of HR services in Indian Railways and benchmark the services and delivery thereof against identified standards - integrating thereby the best of both the sectors, the public and the private. newlineThe study-objective centric research questions were designed to assess the system, ways and means of HR service delivery, the areas in the present system and the mode of delivery of HR services in Indian Railways where
