Abstract: | Effectiveness of School Management and Development Committee in promoting Universalization of Secondary Education under RMSA 1. Background of the study For the universalization of secondary education RMSA was adopted as a flagship programme by the Ministry of Human Resource Development (MHRD) in 2009. Access, equity and quality are the basic dimensions fixed by RMSA to universalise secondary education. . It was envisaged in the policy to provide free and compulsory education to all children between 14 to 18 years of age with strong focus on the elements of gender, equity and justice, apparently recognized the community participation as focal point for achieving the goal USE. Involvement of Panchayati Raj and Municipal Bodies, Community, Teachers, Parents and other stakeholders in the management of Secondary Education, through bodies like School Management Committees and Parent Teacher Associations will be ensured in planning process, implementation, monitoring and evaluation. Para-2.1.5 Framework for Implementation of Rashtriya Madhyamik Shiksha Abhiyan.It is a response to the demand for quality secondary education all over the country. The RMSA program is also an attempt to provide an opportunity for improving human capabilities to all children, through provision of community-owned quality education. The integrated scheme of RMSA like SSA assigns special importance to decentralized planning and implementation with active involvement of community members, teachers, parents, local bodies including Panchayati Raj Institutions, Municipal Bodies, and other stakeholders in the management of secondary education through establishment of multi member School Management and Development Committees (SMDC). As part of this larger commitment, the Government of Odisha has taken a pioneering step in establishing School Management and Development Committee (SMDC) across the state since 22nd of January, 2011 as participatory democratic institution to ensure community participation in the process of schooling. |
