Abstract: The Ph D research addresses two central question : First How does Resilience as an all hazard newlineproactive approach, can be assessed and operationalized on a city level, through different newlineparameters and how does it influences self-organization capacity of urban system during newlinedisaster? Second, How does quality of institutions and governance influence the disaster risk newlineand empower community and cities for self-organization? In this thesis, Institutional Resilience newlineas a key to achieve self-organization of urban system is analyzed and an answer to such question newlineis pursued. Limitations of general vulnerability and risk assessment frameworks and role of newlineinstitutions in conventional disaster risk reduction and management (DRRM) are discussed. newlineWith the defined linkages in development and disasters, mainstreaming Disaster Mitigation is newlinevery essential, which is likely possible through an all hazard, proactive approach of building newlineresilience within a system perspective of cities. Resilience being a both product and process, a newlinecontinuous process of operations require polycentric network of agents and associations, who newlinealso become part of setting priorities, selection and implementation of modes of recovery, newlineresource optimal distribution and utilization, sensors of satisfaction for early recovery in newlineaftermath of disasters.
