Abstract: The human society everywhere is composed of males and females and the society is primarily stratified on the basis of sex. Women constitute half of the population and thus they are a significant segment of human society and are considered as greater instrument in the development of human resources than men. In modern times a State is adjudged, evaluated and known by the just governance and the effective justice delivery system. As Justice J.S.Verma had rightly remarked that, Human dignity is the quintessence of human rights . The State is duty bound to provide a judicial system coupled with enforcement agencies and a redressal system for creating a civil environment under which every individual can his rights and liberties. This also includes a good criminal justice system. Criminal justice administration provides legal arrangements and procedures through which a citizen can seek justice in case of the violation of his rights and he can also seek appropriate compensation and redressal for it.In speaking of women s rights most people have meant to speak of rights that men have, which women should have as well. They have not generally meant to speak of any distinctive rights which women should have and should not. Only since the 1970 s, parts of the women s movement taken quite another turn. The primary need and right of every individual is access to justice. An individual status in the society depends on the totality of rights, political, legal, economic and social enjoyed by him or her. In India, almost half of the Indian populations are women. They have been discriminated against and have suffered and are suffering discrimination in silence in the civilized as well as the primitive society. These are some of the factors that prompt legislature to make various laws to give the women their due share. The law is the central instrument that aims at erasing traditions and plurality and reconstructing civil society along modern lines. newline
