dc.description.abstract | The Agricultural Technology Management Agency (ATMA) is an autonomous organization registered under the Societies Registration Act of 1860. It has considerable operational flexibility. The Agricultural Technology Management agency (ATMA) at district level was pilot tested through Innovations in Technology Dissemination (ITD) component of World Bank funded National Agricultural Technology Project (NATP) with enact from 1998 to 2005. It was implemented on a pilot basis in seven states viz., Andhra Pradesh, Maharashtra, Bihar, Himachal Pradesh, Jharkhand, Orissa and Punjab covering 4 districts in each state from 1998 to 2005. It has linkage with the line departments, ICAR institutes, KVKs, research organizations, private sector and NGOs associated with agricultural improvement at the district levels. Over the past decade, the implementation of extension reforms in the form of ATMA programme has moved out through three phases; first phase, from 1998 to 2005 under the NATP pilot, second phase, from 2005 to 2010 by Government of India and third phase, from the post-2010 by Government of India. On the beginning of the ATMA pilot, in 2005-06 the Government of India initiated the support to State Extension Programs for Extension Reforms project, which was functioning through Agricultural Technology Management Agency across 262 districts in all states in India. In 2007 was ATMA scheme to all the districts of India. In State of Bihar, Agricultural Technology Management Agency (ATMA) were registered as an autonomous institution and operationalized as pilot in four districts viz., Muzaffarpur, Madhubani, Munger and Patna districts in year 1999, 2000, 2001 and 2002 respectively across the State. ATMA is currently functional in all the 38 districts of Bihar. ATMA of Madhubani is the oldest ATMA in the state.
