There has been tremendous growth in last couple of decades throughout the newlinecountry, including Uttar Pradesh. A huge portion of State government s exchequer goes newlinein infrastructure related buildings like hospitals, schools, offices etc. Unexpected newlineincrease in the cost of these buildings affects the budgetary provisions of the newlinegovernment. Funds allocated for other projects get consumed in the delayed projects. newlineWith a very few exceptions, most of the government buildings in UP suffer from newlinetime and cost overrun. Time and cost overrun badly affect the developmental process, newlineyet it has not attracted the attention of researchers and authorities in the State. No newlinestudies have been conducted by Uttar Pradesh government in recent past to understand newlinethe problem and find the solutions. newlineIt is very important to make judicious use of every single penny of tax payers newlinemoney in growing economy like India and developing State like Uttar Pradesh. newlineTherefore, adequate and effective measures to curb the delays and to ensure the delivery newlineof buildings within the estimated cost, is foremost requirement of the government newlinebuilding delivery mechanism today. It is therefore very necessary to identify the newlinesignificant factors responsible for time and cost overrun in the delivery of government newlinebuildings. newlineTo critically analyze and examine the existing delivery process of government newlinebuildings in Uttar Pradesh and to find out bottlenecks at various stages is one of the newlineobjectives of the research.
