Abstract: | The public protection and disaster relief agencies are struggling to meet the requirements of first responders since the emergence of public safety networks. The requirements include high bandwidth, resilience, scalability and security. Each generation of public safety networks prevailed over its predecessors mainly in terms of data speed. However, the 5G based public safety networks promise to satisfy most of the users by revolutionizing the network architecture. In general, the 5G network will be an integration of the latest technologies such as Software-Defined Networking (SDN), Network Functions Virtualization, Device-to-Device communication (D2D), Fog computing and Internet of Things. The research begins with a literature survey on public safety etworks from land mobile radio to the latest long-term evolution based networks. The study reveals that there is a great need for improving the efficiency of public safety networks in terms of data speed, energy efficiency, scalability and resilience. In particular, this dissertation studies the efficient usage of smartphones assisted by the latest technologies in different phases of the disaster management cycle to make an efficient disaster management system. When disaster strikes, the smartphone available with the victims will be a powerful ally, assisting to locate resources, navigate to safety, assist the needy and maintain contact with the first responders. Smartphones can also use integrated sensors that help to allocate scarce resources to the most vulnerable communities and individuals by collecting data and allowing emergency responders to understand the unfolding situation on the ground newline |
