dc.description.abstractIn recent times, devices capture videos and process it from simple mobile phones to complex surveillance monitoring system. The recorded quality of video is inevitably degraded at the time of video acquisition. It occurs due to poor lighting and incorrect aperture settings or the shutter speed. This limitation often leads to poor quality of images or the images occur with low contrast nature with noisy background. Additionally, there exist several reasons for a video to have poor contrast that include poor imaging device, operator s lack of expertise. Such effects during video acquisition results in underutilization of dynamic range offered. Therefore the detail of video is not revealed and may have unnatural look and have washed out. These problems are limited using contrast enhancement techniques that improves the visual quality of image. The present study focus on solving the problems stated using two different methods 1) contrast enhancement technique and 2) video compression based contrast enhancement technique. The former method uses a meta-heuristic technique and the latter one uses Set Partitioning In Hierarchical Trees based technique, which are stated below. In the first method, Particle Optimization Based Adaptive Cumulative Distribution Based Histogram Enhancement (PACDHE) technique is used to improve the quality of videos and improves the video quality. This method divides the collected videos into frames through the combination of Multi Haar Wavelet Transforms with Gaussian Density function. newline
