Abstract: Intelligent Transportation System ITS is brings the vehicles to communicate with each other which is called Vehicular Ad hoc Networks VANET The VANET is an autonomous network which falls under the subclass of Mobile Ad Hoc Network MANET is a essential invention and innovation utilized for the growth of an Intelligent Transportation System ITS The main feature of VANETs is that mobile nodes are vehicles equipped with onboard units travelling on the roads can able to communicate each other for exchanging of information between vehicle to vehicle as well as vehicle to road side units Today many researchers from various disciplines have taken various research issues in VANETS to address to global issues of Vehicular communications Current researchers are intensely focusing on the problems of routing protocol reliability and scalability in urban VANETs Vehicular clustering is testified to be a better approach to improve the reliability in routing and scalability by grouping of vehicles to serve as a foundation for the ITS applications However some unique characteristics of VANET like High Mobility and Distribution of vehicles Handoff between RSU s may affect the clustering performance Therefore How to establish stable and reliable cluster that can able to provide better performance is a challenging task in VANETs In the proposed works two major issues were addressed First Dynamic Clustering is done with the help of SRB protocol to have better performance in stability and reliability Second It is a bigger research area that redundant messages in broadcasting that every node receives which results in more processing time and wastage of resources newline
