Abstract: | Investing in education plays a key role in meeting the World Bank s newlinesocial development objectives, which support inclusive growth, newlinesocial cohesion, and accountability in development. Professor newlineAmartya Sen recently emphasised education as an important newlineparameter for any inclusive growth in an economy. The policies newlinehave to focus on inclusive rather than divisive growth strategies. newlineThe education exclusion of pastoralists is increasingly recognised newlineas a critical area for attention in progress towards Education For newlineAll. This article sets out two interlinked propositions as to what newlineunderlies barriers to education inclusion for pastoralists in India: a newlineconflation of education with schooling; and ambiguity over newlinewhether pastoralism is a relevant contemporary livelihood. Taking newlinean adverse incorporation and social exclusion perspective on newlinemarginality, policy narratives of education inclusion are explored newlineusing its construct of terms of inclusion . Empirical evidence newlineshowing how pastoralism and formal education intersect newlinedemonstrates multi-faceted exclusions which simultaneously drive newlinedemand for schooling and impose highly adverse terms of newlineincorporation for pastoralism in the globalising economy. Policy newlinestrategies currently undervalue education as situated learning newlinewith a crucial role in pastoralist livelihood sustainability, recognition newlineof which is essential to considering how such education can newlineinterface with institutional arrangements and tackling the newlinedelegitimisation of pastoralism by hegemonic, place-based newlineschooling. newline |
