Abstract: The National Rural Employment Guarantee Act (MGNREGA) 2005 is landmark legislation in Indian history of social security legislation after independence. Enacted after a successful struggle for employment guarantee legislation, it is a partial victory towards fulland#8208;fledged right to employment in any developing country context. The essential feature of this legislation which separates it from any other public service provisioning scheme is its enactment through the parliament of India. This legislation has been bringing about a silent revolution in rural areas of the country. MGNREGA for the first time brings the role of the state as provider of livelihood within the reach of the rural beneficiaries themselves. By design it is different from any employment generation scheme that has been previously implemented. It requires different approach towards employment generation schemes and towards overall involvement of the State in providing the right to employment to its masses. newlineMGNREGS is one of the most important programmes ever launched for rural India. Although it has been positioned and popularized as social security and livelihood scheme but it also have a very important connotations for economy as a whole. MGNREGS has not only emerged as ray of hope for millions of poor and marginalized SC, ST families in rural India but also as a massive rural investment program, which has promise to take India s growth in top gear. This scheme is gradually building physical assets in rural India which is visible, sustainable, and technically sound and being monitored by people themselves. Under this Act, any adult willing to do casual labour at the minimum wage is entitled to employment on local public works within 15 days, subject to a limit of 100 days per household per year at the statutory minimum wage.
