Abstract: Present research entitled Developing an educational programme based on Response to Intervention Model for Students with Limited English Proficiencyquot. It related to the application of the Response to Intervention Model in English language training. Where in the first tier general interventions were given after these students in second-tier students was be given specific instructions according to the problems of the students and if they are not able to make desired progress they were sent to the third tier and intensity of the instruction was increased to deal with those specific problems. Objectives were: 1. To identify Limited English Proficient students at secondary level. 2. To develop a Response to Intervention Programme for the Limited English Proficient students at secondary level. 3. To study the effect of Response to Intervention Programme on the Limited English Proficient students with respect to the following skills: Listening, Speaking, Reading and Writing. 4. To study the effect of RTI on different ability sub-groups of LEP students. Research methodology utilized developmental method for construction of Response to Intervention Programme and Quasi-Experimental method for determining the effect of RTI programme. (Single group Pretest posttest research design), following were directional hypotheses to achieve the objectives of the study: H1: There is a significant improvement in the language skills of Limited English Proficient (LEP) students as a result of the developed Response to Intervention (RTI) programme. H2: There is a significant effect of RTI on the language skills of different ability sub-groups of LEP students. The present study has been delimited to 9th-grade students of Agra city. The sample was consisting of 93 students of 9th grade. Following statistical techniques was employed for the analysis and interpretation of the data: Descriptive statistics - Mean, Quartile Deviation, Standard Deviation (for Objective 1), NPC, skewness, Q-Q plot, Inferential statistics t-test
