Abstract: With a view of evolving a progressive and professional work based culture within the Enterprise, various strategies have been adopted to leverage efficient usage of ICT in the government scenario. Having consider ed the fact t hat Change cannot be e fficientl y man a ged solely based on the automated system, diligent exercises and research has been carried out to design and propose a framework for business processes followed in Government organizations through Enterprise Resource Planning(ERP), which would help the employees and other stakeholders quickly adapt to the newly built system. A number of organizations have implemented ERP solutions but the gainsay in implementing such systems being of changing the mindset of people, who have been accustomed to working in the same old physical file system for several years is well taken care of while designing the system. One of the aims of the research work is to present a framework which would assist in providing a modern, transparent and knowledge based environment with a backend of Information and Communication Technology (ICT). Success rate of the ERP applications are directly related to design in pathway for capture of data, convert into information, analysis and results through decision support system and system architecture which varies from organization to organization due to lack of standardization of the Enterprise applications among Government Organizations. This would also occur as a big challenge for interlinking of common business processes adopted in various units of a government Organization. Efforts are required to convert standard processes related to Administration, Human Resource (HR), Finance and other common functions followed in government organizations through ERP applications as through this analogy, the application framework could be reused for other organizations as well. For designing such framework, study of profound gaps in the arena of e-governance, an organizational review and restructuring to focus on clarity of roles, responsibilities, right sizing, team work, collaboration and evidence based performances has been done. newlineThe research has been focused to design framework for Lean ERP Systems on the concept of Lean Manufacturing considering output and feedback received from the study and analysis of the ERP system implemented in Government Organizations. Concept of Lean ERP system follows essential workflows of core processes with eliminating duplicity of tasks and interlinking of inter divisional processes as required to avoid repetition of interdivisional tasks which would result in increased efficiency, cost reduction and transformation towards a knowledge based work ambiance. newlineThe proposed lean ERP framework has been divided into five major modules which were further categorized in sub modules. Since, Business Process Re-engineering and conversion of all modul es through an ERP is a vit al task, the r esear ch is fo cused on a core modul e S ale s Mana gement includin g it s sub modul es. S uch a m odule could be commonly adopted by MSMEs and small Government Organizations.In parallel, Knowledge Management practices followed by various government organizations and Public Sector Enterprises (PSEs) studied to design a framework of Knowledge Management System. The research defines Maturity level at three levels namely initial, moderate and optimal on which knowledge Management System adopted by an organization may be mapped. Based on explicit Knowledge Management and practices followed by the organization for conversion of tacit knowledge, value of knowledge is defined and extracted as part of the research. newlineFurther, detailed framework presenting Business processes on lean ERP system, Knowledge Management, Database architecture and System architecture was designed for module Sales Management considering process workflows followed in Government Organizations. Some of the business processes followed by Central Electronics Limited (CEL), a PSU under Ministry of Science and Technology, Government of India were studied, analyzed, reengineered and presented for Lean ERP system and Knowledge Management framework as part of the research.
