Abstract: Introduction: Open access transformation is a crucial entry point for the establishment of newlinewholesale and retail competitive electricity markets. Open access (as per current definitions in newlineIndia) is the non-discriminatory provision for the use of transmission lines or distribution system newlineor associated facilities with such lines or system by any licensee or consumer or a person engaged newlinein a generation. However globally the ultimate envision are focused enabling end consumers with newlineand without energy production to benefit from open access. Across the globe, reforms have been newlinerecognized in the electricity sector to orchestrate transforming electric utility business models. newlineThese include initiatives such as the unbundling (a kind of Industry stakeholder restructuring) of newlinevertically integrated monopolies, the introduction of new acts, laws to deregulate wholesale and newlineretail competition, setting up of guidelines for open access charges, etc. Appropriate evidencebased newlinepolicy and strategy transformation on each stakeholder including transmission and newlinedistribution segments of the electricity industry with an objective to improve reliability, manage newlinecosts and sales economically, uphold the availability, guarantee the security and energy newlinesustainability for providing safe electricity supply and thus to authorize superior benefits to the newlineconsumers. newlineResearch Methodology: The study examined prospects and challenges for the establishment of newlinewholesale and retail competitive electricity market in Tamil Nadu, India. This study included the newlinesurvey of a sample size of 325 individuals from electricity consumers , and 80 individuals from newlinesuppliers is collected in Tamil Nadu using a structured questionnaire. newlineFindings: The study proposes appropriate organization redesign strategy along with summary of newlineproposed governance, legal and regulatory framework highlights. This study discusses various newlineProspects of Orchestrations and an approach to Challenge the potential Obstacles towards the newlineestablishment of competitive electricity markets in Tamil Nadu state. newlineImplications of the study: The study presents impacts on stakeholders of the electricity market newlinein Tamil Nadu state to consider developing Organization redesign, Policies and Strategies. newline
