Abstract: Developing software project requires careful adherence of software development methodology newline(SDM) which serve as a guiding principle to software developers. Inappropriate choice of SDM newlineor non-adherence to it may lead to poor software projects or a project that is not sustainable. newlineThere are several adoption of ICT innovations into educational system especially in the area of newlineinformation system applications that deals with record management in the educational institutes. newlineDespite having various SDM in existence, there is no specific SDM for implementing MIS and newlineE-learning in educational institutes. This study aimed at designing an SDM framework for newlineimplementing MIS and E-learning integration in educational institutes. The objectives of the newlinestudy is to carry analysis and examine the current MIS and E-learning platforms used in higher newlineeducational institutes in developing countries, to also identify a suitable SDM for implementing newlineMIS and E-learning in higher educational institutes, to design models of MIS and E-learning for newlinehigher education system, to design models integrating big data and IoT into the framework for newlineenhancing teaching and learning in educational institutes. newlineThe study combined both survey research and modelling approach. The survey create means of newlinecollecting data from the stakeholders that is used in building the framework. Data were collected newlinethrough research enumerators by means of research schedules. The modelling approach uses newlineunified modelling language (UML) technique where use case, process model, activity diagram newlineare the elements used in depicting the models of the framework. Data collected from the twelve newline(12) higher educational institutes were analyzed and determined the requirements for building newlinethe framework. The research proposes Agile Iterative and Incremental Methodology for newlineEducational Systems (AIIMES) as the SDM for implementing MIS and E-learning in educational newlineinstitutes.
