Abstract: ABSTRACT newlineThis research explores the potential of integrating of existing public sector newlineinformation systems by leveraging mobile technologies by utilising Enterprise newlineArchitecture Integration (EAI) techniques, and by integrating all channels of mobile newlinetechnologies to create a novel, comprehensive mobile government service delivery newlineplatform as a shared Information and Communications Technology (ICT) newlineinfrastructure. Unlike internet, telecom is a highly regulated space and it is where newlinethe agility provided by the Enterprise Architecture will help in adopting the changes newlinequickly in addition to the benefits like cost reduction, whole of a government view, newlinereengineering, management, improvement time to deploy new services, newlineinteroperability and system integration. Though many standalone mobile services, newlinewhich are developed for a specific purpose or on a specific channel exists, a newlinecomprehensive and converged self-service framework is not available elsewhere. newlineThe developed framework will serve dual purpose enabling the public sector to build newlineand deploy mobile services in a self service fashion and with a little effort by newlineprovisioning Interactive Voice Response, Out Bound Dialling, Short Messaging newlineSystem, Unstructured Supplementary Service Data, Multimedia Messaging System, newlineWireless Application Protocol or mobile-Applications based m-services to be newlineconsumed by the society using various mobile devices at the same time public sector newlineundertakings can utilise it for improving its service delivery and internal efficiency newlineby mobile enabling the field force, for field level surveys, data collection, law newlineenforcement and, for tracking personnel and assets. The framework also serve as a newlinecatalyst enabling the Public Sector Organisations (PSO) in leapfrogging to provide newlinemobile services even when no digitised backend or legacy systems exists. newlineThough after a decade of implementation and critically analysing the impact newlineof e-gov, it may be noted that the permeability is very low, and adoption is also very newlineslow, and the impact on society has
