Abstract: ABSTRACT newlineThe fulfillment of the vast requirements of broad applications requires the future generation of wireless systems to communicate through technologies that are heterogeneous by nature, namely Wireless Fidelity (WiFi), Wireless interoperability for Microwave Access (WiMAX) and Universal Mobile Telecommunication System (UMTS), as well as the rapidly developing Web 2.0-based mobile applications and location-based or car navigation services. The next generation heterogeneous wireless networks will support the vertical handover mechanism in which users can maintain the connections from different service providers using various technologies. Wireless technology provides ubiquitous data and telephony access anywhere and anytime without physical connection. Due to the growth in bandwidth demand from internet users, operators have started to deploy different overlapping radio access technologies. In a vehicular network, vehicles have a highly dynamic topology related to the high velocity of the vehicle. Due to this inherent characteristic of vehicular networks, handover is necessary. The currently deployed wireless networks have different characteristics and complement each other. In this situation the vehicles need to select the best network for each application to use available networks. newlineSelecting the best network is a challenging task for different types of applications. In next generation network, vehicles and other mobile applications will be expected to have a seamless vertical handover between heterogeneous access networks. With regard to vertical handover performance, there is a major need to develop algorithms for connection management and optimal resource allocation for seamless mobility. The main aim is to develop an efficient vertical handover algorithm based on multiple attributes to maintain seamless communication in vehicular ad-hoc networks. While considering multiple attributes, critical attributes must be included as parameters. newlineTo determine the relative importance of the attributes, network traf
