Abstract: ABSTRACT newlineOver the past few decades, mobility in wireless communications has newlineengrossed a lot of attention of communication and network researches due to the newlineincreasing demands in the prospects of wireless Internet access. 4G Heterogeneous newlineWireless Networks (4G HWNs) are combined networks constituted by various newlinewireless access technologies, probably with overlapping coverage. Therefore, newlineachieving seamless connectivity in 4G HWNs is a challenging task, which is newlinecompromised with the flourishing Vertical Handover (VHO) algorithms. When a newlineVHO algorithm satisfies the QoS requirements and the users expectations, seamless newlineconnectivity is achieved. Many of the traditional VHO algorithms are proposed in the newlineliterature. They are mainly focused on either lower layer parameters or application newlinelayer parameters to decide the VHO decision. But considering the lower layer and newlineapplication layer parameters together in the VHO decision can afford the seamless newlineconnectivity. newlineThis work proposes a frame work of VHO algorithms for the newlineenvironment of 4G wireless heterogeneous networks (4G HWN), where the mobile newlinenodes (MNs) are capable of accessing the 2G, 3G and 4G base stations (BSs). The newlinework considers small area Wifi, UMTS and LTE technologies in the BSs of the 2G, newline3G and 4G networks respectively. Designing a VHO algorithm with both the newlineapplication and lower layer parameters in the 4G HWN scenarios has many newlineconstraints. These constraints have to be satisfied to make the available newlineheterogeneous networks are more enough for the users. The multi-objective VHO newlinealgorithms can be a significant solution to achieve the QoS requirements and users newlinesatisfaction. On the other hand, an excess load on the target network is accumulated newlinewhen many users wish to handoff to the same networks. To overcome this dilemma, newlinean efficient admission control algorithm is also required in order to distribute the newlinenetwork traffic over many networks and to minimize the network traffic within a newlinesingle network. While giving efficient solutions to the VHO and admission c
