Abstract: Human development and improvement in the quality of life have always remained the ultimate objectives of planning since the inception of the Five-Year Plan in the early fifties. The history of planning shows that though the government has been laying emphasis on the development of both the economic as well as social sectors, by launching number of programmes from time to time in various plan periods. Therefore, for holistic growth, the development of the both the sectors is a mandatory requirement and both should be taken as complimentary to each other. Emphasis on the development of once at the cost of the other would lead to disastrous consequences. newlinePoverty as an outcome of unemployment has been prevailing in the Indian economy since independence. To empower the vulnerable society in the country Government of India had launched various development programmes and schemes for both women s and men s welfare in addition to development. Poverty as an outcome of unemployment has been prevailing in the Indian economy since independence. It was estimated that 21.9 of the people were under the Below poverty line in 2011-2012 (National Sample Survey). Poverty alleviation has been the basic goal since the beginning of the plan era. Schemes for direct attack on poverty were introduced to complement the main stream of development effort. newline
