Abstract: India is primarily a land of villages. The vast majority of the Scheduled Caste newline(SC) /Dalit people are dwelling in the villages.They contribute a lot for the newlinedevelopment and smooth running in the villages and out side the villages also.Yet newlinethey have been the victims of Indian caste system for hundreds of years. Here comes newlinethe need of the Social Work which deals with social issues as well as the well being of newlinethe society in the environment. newlinePanchayat Raj institution holds a right place in the constitution.This brings the newlineSC people to the centrality of rural governance and to cultivate their leadership newlinequalities. Here the leadership qualities of the SC/Dalit elected village Panchayat Raj newlinePresidents have a valuable roles to play in the development. newlineThis study is a scientific attempt to focus on the leadership qualities to find out newlinethe participation, decision making, leadership and involvement among the elected newlineSC/Dalit village Punchayat Raj leaders in Thanjavur, Tiruvarur and Nagapattinam newlineDistricts of Tamil Nadu. newlineIn order to carry out this research work, the researcher has adopted Sequential newlineExplanatory Strategy. It is a popular strategy for mixed methodology design. Because newlinethe research work is carried out in a deliberate, staged approach (i.e. serially) where newlineone stage will be completed, followed by another, then another, and so on, with the newlineaim that each stage will build up on the previous one until enough data was gathered newlineover an interval of time to test the hypothesis. Information collected from the newlinerespondents using both quantitative and qualitative techniques. In this first phase the newlinecollection and analysis of quantitative data was performed (using self prepared newlinestructured interview schedule), in the second phase the collection and analysis of newlinequalitative data (using FGD with Human Resource Management approach and Case newlinestudies). The researcher has adopted census method to choose the respondents. This newlinestudy reveals significant positive relationships among the leadership qualities of PRI newlineleaders. newline
